Nairobi - The "top" US diplomat in Africa, Jendayi Frazier, says that some of the violence in Kenya has been ethnic cleansing. She came to his conclusion after meeting with many of the victims. The assistant secretary of state for African affairs said that entire communities in the Rift valley were forced to leave the area. Those who refused were killed.

Kenyan police have been instructed to shoot to kill looters and arsonists, but also people carrying guns or erecting roadblocks.

On Tuesday violence flared up again after the death of opposition MP Mugabe Were who was shot outside his house in Nairobi.

Former UN Secretary General Kofi Annan is in Nairobi to mediate after earlier attempts failed. Both President Mwai Kibaki and opposition leader Raila Odinga claim victory in last month's presidential elections. More than 850 people have been killed in the ensuing violence.
